Have the Syrakousioi and Tarantinoi ethnicities been removed from EB 1.1? I need them for role playing reasons and so far a Syrakusan FM has not yet appeared.

2 ethnicity questions.
1-Can Epiros get spartans?
and
2- Can Gauls get ethnicities from the Isles?

1. All Hellenic factions (at least in Hellas proper) can get Spartiatai, this includes the Koinon, Epeiros and Makedonia. But the only way for the last two is through adoption. In one fo my former Makedonian campaigns, I got a guy who had the "Spartiates" as well as "Completed Spartan Agoge" trait through marriage.
2. No idea

Really? Do you mean adoption, marriage or bribing? Because I never get anything different than that:

Makedon Argeades
Makedon
Makedon Hypotropos
Makedon Mesogaios
Thessalos
Hellen
Epeirotes
Thraikios Hellenismos
Also, it would interest me if the game checks if you really own a territory, or if it's just coincidence that I never got a FM with an "impossible" ethnicity.

I think only KH can get the Spartan ethnicity. Makedonia and probably Epeiros and the successors just have the general "Hellene" ethnicity for all people from southern Hellas.

Some ethnicities do require you to own a territory before you can get them, however some other ethnicities can be gained even if you don't own the homeland of the person.

Actually, I meant marriage but it seems I could be wrong. Though I am quite certain I've had a guy with the "Spartiates" trait... Oh well :smash:

It doesn't necessarily check that you hold the province, but whether you have at some point held it.

So does this mean that I can't get a syracusan FM unless I first conquer Syracuse? I ask because in my 1.0 Epeiros campaign I got one without having the city and I need one this time for role playing reasons.

No, Epeiros can get Syrakousians from the start.
