There is no "best" temple. Each one has their own ups and downs. You should tell us what your main goals are, then we could suggest the temples that would be most suitable for you.

hmmm, romans have a good variety of temples, I would suggest you do not stick with only one type.

I my Roman campaings I prefer to build in the center of my empire (italia, greece, islands, north africa, illyricum) a temple that brings me some bonuses of health, like Hera.
All other provinces ge Jupiter temples, this type offers you good law and order bonuses.

All in all, there is no best temple for the romans....

Sometimes the best thing to do before posting a thread is to look for the answer to your question in past threads. Just in eleven days ago there was a thread on this, and there was one month and a half ago as well. Here is what I said in the thread eleven days ago:

I am not sure is you are aware of this, Intranetusa, but Temples of Ceres only work for cities with no corruption. Temple of Ceres will give you a very small income bonus, but it is better than nothing, of course. A law temple is what you really should have in most of your cities and towns. Just check the city details scroll and see if you have any corruption at all. If you do, then you must build a Temple of Jupiter. Not only does the Temple of Jupiter give you much more public order (due to happiness and law) than the Temple of Ceres (ToC), but it also cuts corruption, which drastically increases your income. The money bonus of ToC, on the other hand, is so ridiculously small that it is only viable for a corruption-free city, which are usually the ones close to your capital or with a great, law-giving governor in them.

As for the rioting provinces, temples of law OK, but a lot of times, a temple of health might do better, as the temple of health has a double bonus: the happiness due to public order/health as well as happiness due to population growth, which is of course caused by the health bonus. As the city/town gets more population, you'll see your tax income rising dramatically, and the city itself will be able to support more upkeep, thereby lightening the load for other cities/towns.

In my current Romani campaign, only the core cities have Temples of Ceres in them. All of my other cities/towns (I have about 120 total) have the temples of Jupiter. The troublesome provinces also have the Temples to Jupiter, as they raise income even more than taxes for those provinces on the edges of my empire.

here is the thread the quote came off: https://forums.totalwar.org/vb/showthread.php?t=109589

Jupiter for all cities. Ceres maybe, maybe, for a few, but watch out for the high population growth bonuses.
