barracks at taras as romani

i have taken taras nd rhegion as the romani setup lvl1 govs nd i cant make native barrack.. is this normal it is only like 266 b.c i was wondering if i can make later or is it a glitch?

The Romans cannot build native barracks outside of their starting provinces and Segesta until the Polybian reforms. See the FAQ (https://forums.totalwar.org/vb/showthread.php?t=84854).
