Define personal avatars?
If you mean URL avatars, which are the really big ones, they are disabled by default, there is an option to enable them in the User Control Panel.

Personal pictures are not allowed as avatars. It was decided some time ago that avatars should be limited to the Total War style, for consistency and aesthetics. There might also be an issue with pic storage, but I couldn't say for sure.
As for editing, Junior Members can not edit their posts. After some posts and a week or two, the staff will promote you to Member and you will get an edit button.

Could the size of a personal avatar not be limited? I think without those pers.avatars the individualism and facility of the first distinguishability suffers a lot!

I do believe this was put to a vote around a year ago, and the majority decision by members was to keep the avatars TW related, if you PM Tosa with the avatar you want and reasoning as to how it is related to Total War, he might allow it to be used, after you meet the requirements.

I would very much like to be able to use nonUrl avatars. Perhaps in the near future a majority of members will vote to see them brought back as it seems that is what's needed to change the current policy.
I want my Al Capone avatar. :(

Actually, AFAIK, we never had custom avatars here - so the thread title would not be entirely correct as it implies that this option has been removed at some point.
I use the URL avatars as I've never been able to get on with the TW portrait ones. Also when you finally find one that you think's ok and then post in a thread with about ten other people using the same avatar... :laugh4:
The URL ones are very nice, especially the ones from the SW mod. IIRC you can get your own avatar uploaded there for you to use, I believe that the only restrictions are that is must have some kind of historical reference.

I would say that unless he fits within the time frame of existing TW titles then he should not be considered "historical". Otherwise you have a scenario where something from yesterday is "historical" (which it is technically) and this opens up virtually anything except sci-fi/fantasy as an Avatar.

*sigh* I suppose not as no TW game covers his timeframe, unfortunately. :P
i dont see why an avatar must be total war related, there are other themes people like, we dont all necessarily want some dodgy avatar from a total war game with freaky looking generals and the like, partly why i swap avatar so frequently because i get bored of them

It's one of the old polls about custom avatars. The decision is mandatory theme (it was a draw after being open for days/weeks and staff was asked to break the tie).

It's a bit broader than that Fenring. It has to be a ~historical figure. So it can be a person from NTW. Don't think WW1 soldiers are allowed.
Don't know actually. It's custom, it was decided by the users to be themed but noone knows what the limits are. That's why there's a review section. I can see what matches what is set so far and for real new stuff we await user feedback.

I'd like to request that personal avatars be allowed in the forums. It's one of the nice options available in the Total War Center which is lacking here. Perhaps the webmasters can program the site to resize avatars and signatures to comfortable sizes automatically. It would be a great addition to the site.
As pevergreen has stated above, this was put to the vote and was voted against. The problem with allowing any kind of avatar or signature is that they destroy the look of the board. People start using all kinds of non TW related content and the whole thing turns messy. Users having lots of different avatars also consumes bandwidth here. Like yourself I was once all for personal avatars here but have since changed my view on this.
If the avatar you want is TW related, or somehow historical, then you can upload it and use it.
