No Recruitment of legionaries outside of italy?!?

hi all.

happy christmas. i was enjoying eb as romani, i conquered gallia, germania, iberia, half of greece

anno 183 bc. but now the ptolemaioi overruns my territories with 20 full stack armies. so i tried the

marian reform. everything worked, buutttt i just can recruit the new units in italy only.:wall::idea2: but thats not

how it is supposed to be. actually i can built the new army centers in all provinces, but the troops

only show up in italy. anybody can help me PLEASE? :embarassed:

how do you know that you have got the marian reforms?

because i changed the conditions and activated it in the script by myself :laugh4:

so nobody experienced the same problem?? :no:

I started several 1.2 campaigns and the farthest currently is my Romani also past Marian, over 90 settlements, no mod in script :),

the main edit I have is the City mod and I found that Vigilies are not in eastern Mediterranean, Palmyra and a few others so far, also blank for Cohors Reformata.

Spain, Gaul, and Germany seem fine, but nothing near Egypt...

Edit: There are a number of cities in the Eastern med with no Vigiles, but once you build to level three you should get the reformed cohorts.
