What units exactly can be recruited and what units become unavailable with this particular event? The only thing I noticed was that I was able to recruit juicy Liburnae as Romani instead of expensive Triremes. Apart from the new bodyguards, what else changes?

No, those are regular reforms. I think an eastern faction gets some new units with the MoT.

Pontos, Saka-Rauka, Baktria, Hayasdan, and Pahlava get shiny new super-elite bodyguard cavalry (well, except for Pontos, their late BGs are actually not as good as the Khuveshahgan-shah they get pre-march of time.) The Saka and Pahlava late BG lose the arrows, but are much more tank-like than the early guys.

I never saw any real difference in the Hellenistic cavalry BG for Epeirotai, Seleukidai or Ptolemaioi from MoT, don't really know about any other factions besides the ones I mentioned. I've heard that other factions get new BGs, but I couldn't tell you one way or the other. The reason I mentioned those factions that I did in my previous post was that the changes on their BG were pretty drastic. The all-factions late BG thing IIRC is from vanilla RTW. I have a feeling that not everyone gets a special late period bodyguard in EB. The Saka and Pahlava BG change from an armored horsearcher to a Cataphract type, the Baktrian change from a Hetairoi style to a Cataphract, the Hayasdan change from a Persian Kinsmen style to a Cataphract, and the Pontic change from a Persian Kinsmen to a Lonchophoroi type (same as the Hellenistic merc general).

No. Apart from the ones mentioned by MerlinusCDXX, no factions get new bodyguards. There is or was a late bodyguard unit in the Roman custom battle menu, but it's an Imperial unit and since the march of time generally strikes well before the Marian reform, the team decided to leave it out.

The "March of Time" triggered the Marian Reforms for Rome in Vanilla, it happens when a city in "Italy"(Arpi, Capua, Arretium and Ariminum(?)) reaches 24k citizens and has the highest level of palace build. Usually happens between 240 and 220 for me, depending on how successful Rome is, especially against Epeiros. What it does for EB is already written in this thread.

Umm. I've wiped out the Romani as Epeiros, and conquered Italy, and I recieved no such message. Can I never get it now?

No, you can't.

The March of Time is only triggered when someone with the roman culture builds a royal_palace in the provinces that are marked with "italy". Those cities are:

Arretium
Ariminum
Arpi
Capua
Taras
Rhegion
