I was wondering, how do you get a city to revolt by using spies.
If I use a spy, they just sit in the city and even if they are very skilled I never get a city to revolt...

1) Use more spies. Three is the maximum
2) Pick cities that either have low public order. This can have several causes;
-The city is in hands of a faction that does not have the same culture as the city.
-The city is far from the faction's capital
-The city has a small garrison
-The city has little improvements
-The ciy has an idiot as a governor.

Just look for these cities and send your spies in!

Also, you can use assassins to damage public order buildings and kill governers. Normally the AI repairs buildings the next turn, but sometimes it can help to cause riots.

Is there any chance (because of the money script and the fact that repearring buildings isn't "too" expensive) that the AI can't repair (a) building(s) in a city?

Just asking because even the fastest rebellion requires revolting for a turn and the AI usually starts mass-producing cheap levy troops to keep order and /or sends them against you if public order becomes normal again...:juggle2:

I am pretty sure the A.I. cheats when it comes to revolts: public order needs to be far lower in A.I. towns compared to player towns to trigger revolts.

Indeed, any regular Pahlava player will tell you how those AS towns nearby can constantly have loyalty at 50-60% without revolts. Could this be linked to campaign difficulty?
