So, I suppose that there is absolutely no way to get resurrected a destroyed faction, by cheat/file editing.
But hope never dies, said the wise.
If is possible to do such a thing, it would be perfect for simulating civil wars. However, if it requires a dangerous file editing, it might be unsafe for the game (CtD FTL) or even illegal.
So... completely impossible? Possible but with caution? Possible but requires editing of unauthorized files?
I think modifying the savegames is not illegal. It's just hard, and as far as I know only Chris has ventured to understand the format. Now, if you wanted to change the game so that factions could re-emerge, you'd change the executable which would be illegal.

Unless you play with the BI re-emergent faction capability, to which I cannot help you much with there.

Hmm, I fear that I might damage the file if I put my hands inside a savegame.
Well, backups exist for this, but the real problem is that I don't even know where I should begin. :D
Maybe I'll try to activate EB on BI, if that's savegame compatible and no troubles are expected.
As far as I can tell, reviving a faction (in terms of editing a save) would need the following steps :
Revive a family member
Give family member an avatar
Give faction a city + province
I've done the first and last steps, but I've not tried to assign an avatar to a family member. I have some thoughts on how to do it, but all are untested at the minute.
