"Interwebs" is just "Internet". Don't panic.

When it comes to pictures being uploaded onto the internet, a hosting website needs to be present so that the pictures can be uploaded somewhere for websites to retrieve.

I'm not too sure what Olaf Blackeyes was getting at though. When it comes to editing though, there are a few things you can do:

Under EB Preferences, there are a few things that can be enabled that will do things such as removing unit banners, disabling arrow markers, and changing the way the UI (user interface) looks, that is the regular controls that you normally see at the bottom of the screen. However, I wouldn't advise it for you at this time as it would be very difficult to become used to since you are beginning.

Programs such as Photoshop are good for editing. But as to the quality, be creative with it! A good screenshot is unique. And actually, many of the ones that have done well had minimal editing done to them. Sometimes a screenshot can be that good!

A better computer. Seriously, unless you are a photoshop king (emperor), your screenies can't be edited to what the contest ones look like.

If you can't view .tga s download irfanview and convert them to jpgs or something.

you don't need all those horror-programs. Just use the boringly normal Microsoft Office Picture Manager and play with colour and contrast to get such pictures, like my "Battle of Megalopolis (331 BC)":

Remember to keep the original save (for this one f.e. I forgot to do so, and I could kick myself), since such pictures are not allowed in the screenshot competitions.

I would have to go with the top one, though a little cropping wouldn't hurt. The color scheme of the second one doesn't seem to work very well.

Yeah the second one looks like it got urinated on.
No offense of course. If u was going for faded use a shade that has MOAR orange!!!

After reading this thread I wanted to try and see what I could do with some screenshots I've taken during gameplay, but all I get is a black screen when I use the print screen function. I downloaded IrfanView, but it still just opens them as a black screen. What am I doing wrong?

You should turn Anti-aliasing off if you use prt-scr or you can just download fraps (http://www.fraps.com/)
