In my Makedonian Campaign I captured Tuat and in the city was a building called "Victory".
From a google search i found out that it is a marker similar like the ones in Terhazza.

Now my Question: Why can i build a type 1 gov there? Is it related to the marker or is it a bug?

Tuat is used as a marker for behind-the-scenes stuff since the inaccessible Terhazza gets filled up. Its generally best to not conquer it to avoid any potential foul-ups, even though the computer (usually if not always Carthage) will conquer it. Tuat adds nothing to your empire really but overhead costs (esp if you are someone far away like Maks).

Thx for the quick answers, i think i will get rid of Tuat. Carthago is destroyed, so it will become a harmless rebel town.
