Celtic reforms even possible?

As an Aedui I completely crushed my Arverni opponents, but looking in the FAQ there is mentioned that all 3 celtic clans should have some buildings collectively. So its not possible to get reforms as they are crushed or what now?

You can still get them but you'll have to do everything required for the reforms yourself, instead of having the other faction helping you out by having some of the requirements themselves.

Building all the required stuff yourself will get you the reforms much faster than waiting for the dumb AI to help with that, anyway.

I think you misunderstood, it just means that all Celtic factions together should have that, so that means you and the others or just you alone if you are the only celtic faction

The AI always builds up their cities faster than me, so actually it's always the AI that triggers the reforms in my campaigns.
