Making reformed government available for Pahlava.

In my Pahlava campaign I have recently conquered Baktria, and I would like to build reformed government there, but I am unable to. So, I would like to change it manually.

My question is, what files do I need to edit in order to make reformed government available in Baktria?

You'd have to add the hidden pahlavahome resource to Baktria in descr_regions.txt, which means you'd have to restart the campaign. That should be all you need to do.

Changes to descr_regions.txt are save game compatible... At least, they are in my campaign.

Alternatively, you can delete "and hidden_resource pahlavahome" condition in "export_descr_building.txt"
which is certainly save-game compatible.:idea2:

If you delete the hidden resource in EDU you can get reformed pahlavan government in every city you have.
