It must be possible as Casse start the game with ceasefire and trade rights IIRC.
Don't know how, though.

You have to change descr_strat.txt file for that. This means you will start neutral towards Eleutheroi.
But in-game it's impossible since the only diplomatic option you get when dealing with Eleutheroi is 'Bribe' option.

yep, give them the ability to recruit diplomats. Now watch them bribe everybody's armies away, including yours.

Yeah, if the Eleutheroi have diplomats they can ask for a ceasefire/trade rights/et al. However, it is one way and you cannot ask them for anything. Due to the money scripting, though, they will indeed bribe away tons of armies and settlements.
You can set a faction nuetral to the eleutheroi at the beginning of the game and I suppose it would be possible to write a script to make them nuetral to you. There is no cheat or simple edit to make it possible, though.
If you feel you badly want neutral eleutheroi, you need to:
1) edit RTW\EB\Data\scripts\show_me\genericScript.txt
a) put a semicolon in front of console_command toggle_perfect_spy and console_command toggle_fow lines
b) add a line console_command diplomatic_stance parthia slave neutral before end_script lines.
Replace parthia with internal name of your faction
2) launch EB, load your campaign, press F1, question mark in the opened scroll and show me button. Enjoy
3) save your campaign, revert your changes in RTW\EB\Data\scripts\show_me\genericScript.txt
I use this trick to ceasefire/break alliance with dead factions ;)

Fairly sure that Qart-Hadast start neutral to some certain Eleutheroi towns and cities, too (some are even "allied", I think)
On the subject of trade: What are the requirements for foreign trade (especially by sea)? AFAIK trade rights should help, but aren't as essential as not being at war with whom you intend to trade. For instance: I, Shophet of Qart-Hadast strike upon the cunning plan of waging financial war upon the self-important Romani (who have been robbing land from the warring Aedui and Arverni; not that either faction seems bothered in the least by their noisy Italian neighbours) ...by cancelling my trade agreements with them and instead taking my business to, e.g. Epeiros. My spies report that the Romani dogs are no worse off (as my ports still prefer to trade with them in preference to any other neighbours) and my treasurers are sorry to say that it is our own pockets that have suffered... and still no trade with Epeiros (or, for that matter, with anyone but Lusotann, Rome and ourselves)!
So, am I automatically trading with the Romani because—trade rights or no—they are our most profitable contracts? Or does the AI prefer to trade with Allies (I tried formally breaking the alliance one time, they apparenly just considered this an excuse to beseige Messana the following turn)? Or are the ports of Ptolemaios, Seleukia, Gaul and Greece just too far distant for our trading ships? Any help here would be greatly appreciated, as it's worth knowing exactly which trade lanes are worth paying to keep (and which to sacrifice) when it is time for war (or expansion).
