I have no clue how to delete an existing one and insert a new faction, but a faction's starting territories are handled by the descr_strat.txt file in EB\Data\world\maps\campaign\imperial_campaign under the factions section.
The different settlements specified for each faction are the starting ones.
That is, at least as far as I know; I never tried modifying starting positions.

It requires a whole lot of work, especially if you want to change culture and recruitment. It cannot be simply explained. Look around at modding tutorials to get an idea of what to do.
@ Raygereio yes sorry that's what i meant. but for example how do i for example change sabas starting position to Ankyra?
@ MAA Where would i find them?

First, save an extra copy of descr_strat in case you make a mistake. You'll want to have a fresh version to go back to if you want to play the unedited game. Also, any mistake (even an extra space) will cause the game to crash, so be very careful with the descr_strat file.
Second, figure out what the province (rather than settlement) for Ankyra is called. I believe it is Galatia, but double check to be sure.
Now, in the game, look at Galatia in the campaign map. Place your cursor where you want the Saby'n army to go (probably a little ways outside the town of Ankyra). Then activate the command console and type "show_cursorstat" You then should get the coordinates for wherever your cursor was. Write this down, as you will be moving the Saby'n army to these coordinates. Be sure to get the coordinates for the town itself, too. Repeat for different locations in Galatia that you want different characters to be (diplomat, spy, etc).
Then, open up the descr_strat file and find the ankyra province (here, we are pretending its Galatia). Using cut and paste, cut all of the code for Galatia and move under Saba's listing of settlements. Look at the initial Saba settlement and copy whatever buildings you want to keep to Galatia (like your government building and maybe a barracks).
Using cut and paste, cut all the code for Saba's original homeland and paste it under the Rebel's faction information (effectively giving the settlement and region to the rebels). Under the rebel faction's information, find an army that is located at the same coordinates as Ankyra Settlement. This is the army that is guarding the city (you could probably also find the army by searching for the name of the general/king of Galatia). Once you found the army, delete it.
Now, return to Saba's portion of descr_strat and find where the Saba characters, army, and family is described (should be right after the settlements). Change the coordinates for the armies, characters, and family members to match the coordinates you wrote down using show_cursorstat.
If you've done everything right, and I haven't left anything out, you should be able to start a new campaign and have Saba in control of Ankyra with its armies and characters in Galatia.
Disclaimer. I haven't done anything with EB for a year, and its been even longer since I moved characters around. I may have forgotten something. But I figured it all out by trial and error, and if you stick with it, you can too.
Thank you very much Callicles!:2thumbsup:

REMEMBER back up all files before you edit them!
To change names of the factions, their navies, captains, regiments, etc., edit the shared.txt and expanded.txt files.
So, at the beginning of shared.txt where it reads "As'Sab'yn wal'Jau" you would write "Galatia"
The expanded.txt file is for more subtle changes so you can change "Sabaen Navy" to "Galatian Navy" You'll find other things in that file that you might want to change "Sabaen Army" to "Galatian Warband" or whatever suits you.
------------
And, before you ask, you can change faction colors and faction culture by changing the numbered values in descr_sm_factions.txt.
You can change strat map characters by editing descr_character.txt.
Good luck and have fun with your new faction.
(When you are through editing, you should share your handy work)
You might also want to change the culture from semitic to barbarian. This can be found in the descr_sm_factions.txt as well.
Ok i've done everithing you say exept i could't find the gov. buildings, how are they called?
And how do i change a factions homeland and AOR?

The gov buildings should also be in the descr_buildings file, just look for "gov1" and you should have a list of all the government types.
The faction homelands can be changed in the campaign_script, found in /EB/Data/world/maps/campaign/imperial_campaign/ folder. AOR is really tricky and I'm not really familiar with that. In the campaign_script you have several lines found after the garrison scripts. It goes somewhat like this:
command_console create_building <settlement> homeland
There are three codes: homeland, expansion and outlying. Homeland allows Type I govs, expansion type II govs and outlying only type III and IV.
Ok and what about if i'm using BI.exe, do i have to modify other folders?
Yes, then replace everything you did in imperial_campaign with barbarian_invasion.

Interesting, so with this information I can split the Koinen Hellenon up.
I've always wanted to do that. The Koinen Hellenon will only get Sparte and will turn into Lakedaemon. The Casse will turn into Athenai and Saba will turn into Rhodes.
Though I gues this would also need to have recruitment and units altered? I would want for the new Athenai and Rhodes factions to have exactly the same recruitment as the Koinen.
And what to do with those familly members, can I just change their name and bodyguard?
