In order to change the general portraits I have to creat this section on my mod
C:\Rome - Total War\[mode name]\data\ui\[faction]\PORTRAITS\PORTRAITS\YOUNG
Right?
Is that all? All portraits for the faction I mod will now point towards here?
Or do I need to creat a new culture?

portraits only work as
C:\Rome - Total War\[mode name]\data\ui\[culture]\PORTRAITS\PORTRAITS\YOUNG (old, dead, cards etc...)
so unless you are replacing an existing cultures portraits, yes you need to create a new culture (or switch things around so only the one faction you want to have the portraits, has that culture
If you want to use the existing portraits of another culture, all you have to do is edit RTW\Data\Descr_Cultures.txt. There is a line in there under each culture's section named "portrait_mapping" Simply enter the name of the culture whose portraits you want to use there. For example, the Carthaginian culture uses Eastern portraits. There are no Carthaginian ones.

If you want custom portraits , this is not available in RTW (1.5) . You can do it in RTW:Alexander though ;)
