No, they just won't do anything.

That is maybe why Carthage usually does nothing.

In Alex.exe the Ki does at least move their troops within their empire via the fleet, but they still dont atack... But the worst is that Carthago does not build ships and their starting fleet is exterminated by hordes of pirates by 260 bc. ...
But still the KI moves their troops.

They do build ships, they do move troops, and they do invade you by sea. The Epeirotes invaded Epeiros (yes), the Lusos invaded Mallorca, and the AS invaded Arabia. All happened in one campaign (RTW.exe).

Weird, I've never seen that happen

So far in my BI.exe campaign, the Grey Death have emerged, and they have taken Rhodos and Cyprus by naval expidition.

Carthage has sent a general and 2 militia units to attack Capua. It is defended by a fullstack of Samnite heavy infantry and Pedites Extraordinarri.

Fail Carthage...

In my KH campaign Pontos sent tons of stacks at me from across the Black sea.

In my Aedui game (Bi.exe) Carthage has been throwing stack after stack against liguria, even to the point of, despite warring with Rome, would rather attack Segestica.

Carthage often sents their Balearic and Iberian troops against me (KH in Kyrene), so the AI does navel unvasions. The Problem is, as long as thei not at war with you or the way over the land is shorter/less troublesome.

Exceedingly uncommon. In all of my vanilla/RTW history, I have seen a single case of a naval invasion, and that was in vanilla, when the Greek Cities landed a force near Croton (very south of the Italian Peninsula) and then promptly re-boarded and sailed away. That was in my Brutii game.

I have seen numerous times in vanilla when troops were transported by sea, but I sunk the ships immediately, not giving them any chances.

Cant EB be rescripted and patched to allow for more intelligent AI attacks and tactical advances. I have to admit their isnt much exciting activity in the EB campaign. :(

Gah!

You can't mod the AI, only run different .exe..s
