Has that been thrown out of the airlock? If not, how would I change my goverment type to something else? I'm fine with my constitutional monarchy, but still.

I think it can only come about through a Revolution (basically a rebellion in your capital), in which case you can choose to side with the Rebels or stick with the current government.

Yep, now keeping order is so important.

Or, if you're cheap, you can raise your taxes to ridiculous heights and go democracy in the first 2 turns.

It's difficult to get your capital to rebel though. As the British, I would have triggered an Irish or Scottish rebellion first.

Exempt Scotland and Ireland from taxes, and move all your troops to there as well.

How do I alter the tax rates for individual regions? I only know how to do it on the continental scale.

I don't think you can. But if you double-click a region capital, you can select "Exempt this region from taxes"

That's kind of all you can do..
