I seem to recall this problem occurring in previous titles...
The retreat system is a bit...slanted, I think
AI armies tend to 'retreat' INTO your lands. Sometimes quite far where, if not dealt with, they will proceed to sack your industry.
Player armies tend to retreat absurdly far, sometimes as much as twice their regular move distance. I had one army in Genoa retreat all the way to Naples.
Anybody else having this issue?
