So I've got a major problem brewing out east. Strangely enough, Type 4s don't allow me to recruit generals in certain regions, Petra and Carna for example. Also, it seems as though most of the regions below Antiochaia are more susceptible to civil unrest, is there any way to fix this? As for using the enslavement option, I've done that already, most of the towns only have a pop of 6000-8000.

I know, it can really bother me that some regions are extremely more discontent than others, after enslaving and a full garrison, still under 70% with no reason...

Well how realistic is it that a town filled with 2000 soldiers cant control the last 400 inhabitants...
Every inhabitant could be personally guarded by 50 guards if no one guarded the gates, it would be impossible to riot.

If they had a catchy enough tune, I dont doubt they'd be capable of starting a riot :P
I've bribed Petra as Baktria, and can't recruit generals/client rulers with a type IV there, either. I just assumed that there wasn't a recruitable general type for my faction in that region, so I just went with the III.

A huge factor in unrest are enemy spies... it's possible you have enemy spies in your city... Train a few of your own, that way the chance of enemy spies decreases drastically

Tried the spy thing, with an assassin too. No spies.
It's bleedin' annoying trying to pacify that region.

In 1.2 you can get around not being able to recruit Generals. Train him in another region with level 4 gov and march him there. First he will become a field general, but when you put him in the city and construct a lvl 4 gov, he will turn into a client ruler.
Edit: I think there is an RTW bug that causes the unrest not to reduce by time in some cities.

There was no Arabian recruitable general. In old versions, you would recruit Hellenistic generals in those regions as a stand in, but in v1.2 there was an oversight and no general recruitment was added. I thought the empty area was fixed with a hotfix, but that may not have ever been put together since nobody was sure what unit would work.
In 1.2 you can get around not being able to recruit Generals. Train him in another region with level 4 gov and march him there. First he will become a field general, but when you put him in the city and construct a lvl 4 gov, he will turn into a client ruler.

Actually I just wanted to make a thread about this: Once one of my recruited generals has become allied general he stays this way and he will never change into client ruler (and the other way around), even if I put him into a settlement with a lvl. IV government. Yet the trait descriptions states that an allied general can become a client if he's put in charge of a lvl. IV settlement.
Do I have to conquer the settlement with the allied general or do I have to build the type IV government after the allied general has entered the settlement? Or did I just get the trait description wrong?
(BTW, your way works for me s well, I just have to wait one more season before he can leave the settlement I recruited him in (To give him time to turn into a CR).)

Well that should be simple enough, seeing that the eleutheroi there @ start of game have generals and they are all arabian light cavalry - why not make the client ruler arabian light cavalry too?

You have to have him in the settlement when you erect the type IV government.
Note that military occupation should already be established when moving him inside and not constructed while he is in the settlement because otherwise he might get the imposter trait because military occupation is a "factional" government rather than "regional".
This seems to have a negative long-term effect on his development (based on my experience only however).

They can only be a client ruler in a settlement with the same culture. If i train a celtae vollorix and move him to another town were vollorix can be recruited he will become a client ruler, but if i move him to a germanic town were germanic generals but not vollorix can be trained he will become an imposter.
Moving CR into settlements where they can't be recruited works just fine for me, I did it all the time in my KH and Epeiros campaigns. On the other hand they were already CRs when they entered the type IV settlement.
Ah, ok, i recruited a celtic general in my roman campaign as i was planning on using him to stay in the german settlement while my roman general kept campaigning, although i thought that tactic worked while taking celtic towns but prehaps i am mistaken. next time i shall try building the type 4 before moving him in.

Some time ago there was a thread on problems with recruitable generals in africa / arabia regions titled "Sab'yn and Client Rulers" - see: https://forums.totalwar.org/vb/showthread.php?t=109949. There is a hotfix worked out (additional lines to be added to EDB). For me it works perfectly (I decided to add hellenistic mercenary general in all regions).
