I am about to buy a desktop with 3.0 Quad core due , 4 GB RAM , 1 GB Nvidia 9500GT and 500 GB HD
How do you think is going to run Total War Empire ?
Can it run the highest quality ?
Please guys help me if there are any videos to show it

On a 9500? Based off previous trends on Nvidia cards, that is worse than say, an 8700/8800. Hrmmm on medium, i guess, not on ultra.
What operating system are you going to run?
I am going to use Windows XP Professional

No point getting 4gig then. :shrug:
Personally, i'd upgrade to a 9800.
To clarify, why 4Gb is not a good idea for RAM. XP does not let you allocate more than a bit over 3 Gb RAM.
Vista lets you allocate more.
NVidia 9800GT (or whatever abbreviation) is working well for me. I have Vista and have 4 gigs of memory.

Make sure to check the bug threads on the official TotalWar forums. A lot of people with higher end Nvidia cards were having the worst problems (not sure how the patches have helped with that).
That's one of the strangest things about ETW's bugs IMHO. Some people with lower end systems were okay, but a lot of people with high-powered gaming rigs were crashing repeatedly. There are several negative reviews on Amazon from people who bought brand new PCs in anticipation of ETW, then weren't able to play the game on thier machines.

I have a 9800 GTX and no problems, except the campaign map lag etc. I am even using the 182.06 driver which was not tested by CA and was recommended to replace by an earlier version.
If you buy a computer with a 3.0 ghz quad core, a 9500 GT would be the bottleneck. Go for a higher Nvidia or Ati card.

Actually, the total allocation is about 3,336MB - so going to 4 Gigs allows you to max out and take advantage of that extra 264MBs of RAM (4 Gigs = 4,096MB, 3 Gigs = 3,072MB, 3,336 - 3,072 = 264).
A gig cost me only $13 two months ago so that's what I did.
I too have a 9800GT with XP Professional and battles work just fine - I do ge Campaign map lag/sound issues but that is due to the fubar sound DLLs that hopefully will be fixed at some point.
