I'm playing a Roman campaign. Captured and built typeI governance buildings in both; the regions are up to "great walls", highest available gov't building and I cannot build any MIC structure above the base Levy building.

I know both regions are capable of building regular "homeland" structures because I was churning out legions from them in a previous campaign. Any thoughts on whats up with this campaign?

edit: I should note both were enslaved on capture if that makes any difference.

No, you just can't build your factional troops in those locations.

Bononia, Patavium, Segesta, Tarentum, and Rhegion are all unavailable until Plolybian reforms.

I believe that only the Romans have limits on the building of factional MICs themselves, since the other factions I've played can all build theirs in any place, albeit without any recruitment options. Just be glad that getting Marians allow you to make legionaries in nearly every single region you own.
