My apologies if this has been posted before, but I've done a site search and couldn't find anything.
I'd say that you're using the wrong word for a city improvement. Sanitization, which is what my version of 1.2 has, means "making something sanitary (free of germs) as by sterilizing". Sanitation, "the hygienic disposal or recycling of waste", is surely a better word.
