Bankruptcy modifiers: New with the patch?

I was surprised to see a new negative modifier to both happiness and town wealth when I reduced the Iriquois to a single region: bankruptcy (for them, not me). I don't remember seeing it at any time during the six (seven?) weeks that I have been playing the game.

Is this new with the patch, or was it just a rare occurrence (in my games)?
