Hayasdan Raiding

According to my Hayasdan victory conditions, I have to "raid" certain cities. The problem I own several of the cities on the "raid" list.

Does this mean that in order to satisfy the victory conditions I can only conquer and then leave those cities, or can I conquer and actually keep those cities as part of my empire?

You need to conquer those particular cities and remain in them for one turn. After that, it's your choice - leave or develop the settlement.
