Rome Government (Allied State) possible bug/question

Im not sure if this is a bug or not so I wasn't sure where to post but does this building give +2 morale or -2 morale because the description reads +-2 morale. I have never heard of a building giving minus morale so I am guessing this is just a typo.

Morale Boni are a bug anyway. They just dont work. Its sad, that the EB Team, though knowing this, didnt change the useless Boni in 1.2.... :juggle2:

Its supposed to give -2 morale, think RTW can't show negative bonuses so thats why you get the + sign in front. But as seienchin pointed out the morale bonuses from buildings don't seem to work.
