how to recruit client rulers through a barracks in 1.2?

Is there anyway to recruit a client ruler/allied general without using a type IV govt. in EB 1.2? I know that in 1.1, characters were recruited from the regional level V barracks, but that doesn't seem to work anymore. Konny also had a way to change to code to allow it to be possible from the factional barracks but I do not know how.

I simply ask because I rely greatly on recruited generals to ensure that all of my cities are governed and that my high government officials can stay in the capital city without being stretched too thin. Thanks in advance.

Those guys are recruited through TypeIV gov in EB 1.2. If they stay in the city, they become client rulers, if they went out, they become alliead generals. Therefore you have to build TypeIVs, which is also good for role-play.:yes:
