You remember correctly; at least, as far as the AI is concerned, the Saka only need to water their horses in Bumpkinsville for one unbroken year in order to start spamming those armoured Indo-Saka Hoplites.

It surely is true - when first reading the reform requirements most people think they need all those settlememnts but in real you only need to hold one of them for four winters. The easiest of all reforms.

That is why I always give eshate to baktria with pahlava. They attack her sooner or later but it is not a logical way to mess with saka earlier. Can you compare it with pahlavan reforms! :dizzy2: conquer, build, defend, recruit elites feed them.....
