Is the gold resource in Zagreb near the Ragusa border bugged?

Merchants parked there NEVER increase their skill levels. I've been keeping track for about the last half dozen games, and despite spending twenty, thirty, or more turns, not one Merchant has picked up a single level of Capitalist or Knowledge of Customs or what have you. I haven't noticed the same with any other resource.

Knowledge of customs is a trait that you develop from being on a resource far away from your capitol. Capitalist type you get after a while, usually 10 turns in.

And only if there is more than 1 source of that resource in a province and you have merchants on ALL of the sources of said type in said province.

Ah yes, forgot the more than 1 resource in total (I believe it was that rather than more than 1 resource of the same type) in that province. And you don't have to have a merchant on all types of that resources in that province, just make sure that no one else has a merchant on that type of resource in that province.

I get the general Merchant advancement rules. I'm just finding it odd that none of my Merchants ever seem to advance on this one specific resource.

In my last game, I had a Portuguese Merchant sitting there for twenty plus turns with no improvement while his colleagues trading other, lesser resources closer to home improved significantly. I've had the same problem with Scottish, English and French Merchants going there to bury their careers. That said, In the campaign I just started, my Danish Merchant improved after about five turns, so I guess it isn't bugged.

I thought the gold was in Munich or something?
