cant train faction pontic troops

I can't train faction troops outside of Amaseia... The buildings still exist, but no matter to what level I build the training structures I cannot train any faction units... Any help?

Yeah, I should be able to train pantodaphoi phalangitai outside of Amaseia... I can't train any faction troops outside of Amaseia, even if the province is a homeland territory with a lv1 government structure in it.

I may try myself when I get home. In the meantime, are you sure you have an unmodded EB? I'm pretty sure you should be able to recruit outside of that settlement, as you say. Could you run a validation please?
