can I use paint to change the map?

p.s i'm new to modding and I want to make a brand new map.

you need irfanwiev to change TGA files to BMP if the image turn BMP you can open this image files with paint and you can add some regions(adding new region not finished) than turn again TGA save as...

No, your best bet is to get GIMP or Photoshop, you can even use Paint.Net (different from Paint) for some simpler stuff.

I always use Paint to add new regions to the map.
So, yes, you can use it.
But you have to do what TheTurk suggested.
