I have a question, for example, i lost one of my cities that i had from the start of the game.. a few turns later, i get it back, and the government is damaged to 100%
should i then just repair it or must i go through the whole process? it seems illogical to build a new one, since the city already has my culture and everything

Yes, you should destroy it and rebuild it.
The settlement may have your culture, but your admin needs to be build up from nothing after being destroyed by the enemy.
(That and the fact that the RTW-engine doesn't recognize multiple gov buildings, so you destroy the enemy's and repair your own = CTD IIRC)

oh, sorry i should have mentioned, for some reason, the 100% damaged government is still my government, dont know why, when they took the settlement from me, does the ai get their own or?
in this case, its athens, macedon took it, and then i took it back and the government there is greek government, the one athens had before
its just that, i think one turn should be enough for administration, 10 turns or whatever time it takes to build it seems too much for just taking care of administration, its different than when i conquer another teritorry, in my opinion

Yeah, I have those CTDs sometimes. At other times, which is most of the time, I am able to have as much as four different fully repaired government types in a single settlement, all providing bonuses. Usually, I have two government types in any given city (also full health).
