Cannot build a Campvs

Im have EB 1.2 installed in clean RTW
Im play this mod since V 0.8,
Im installed the 1.2 fixes

The problem:

Im only can build a Campvs in Etruria, Umbria, Latium, Campania and Apulia (default romani territory)

I conquered Brettia (Rhegion) and Kalabria (Taras);and destroyed their MIC and Hellenic Barracks;

After that, I built a Native MIC (Brettia and Kalabria are homeland) and got to level 5 (Huge City); and still do not see the option to build a Campvs.


This happens in all areas except those mentioned (Romani territory for default); the same is true in other areas no matter which MIC build. CANT BUILD CAMPVS
