Roman Reform issues

Ok, I have been able to change the polybian and marian reform dates, but I have so far been unable to change the conditions for the augustan ( I simply want to remove the need for a special character, to make the reforms an eventuality, rather than a possibility). Also, two more things. For my custom battles, the roman specific units are unavailable, and two this is off topic, but, does anyone know how to (or know of a tool) to edit unit chracteristics for M2TW ( I have caligula for RTW).

There's also something called the "FAQ", which you should read, and has the answer to many Frequently Asked Questions - like the custom battles.
