So I've got the Saka reforms, but I'm unsure of how to acquire the new units that come along with them. Neither nomadism nor pastoralism appear to provide me with the option. What settlements can they come from, and what buildings are required?

I'm pretty sure that you need to build an allied government (get rid of nomadism or pastoralism) and then you can build allied barracks.
What I'm definitely sure of is that I was much happier with the early bodyguards than with the cataphracts:whip:

saka has got actually two mini-reforms

first: the normal march of time reform - with new cataphract bodyguards

second is: the new model army - after holding greek settlements for 4 winters and melt the steppe with urban culture. you need an allied goverment there to build the urban mic and the reformed army

Actually, in the east, you need to build Allied settlements only in some obviously large Hellenic cities to get a really good and comparably cheap line units (Hoplitai Hellenikon)... or some persian cities to get Nizagan-i Eranshar (Spammable cheap garrison troops). BTW< don't build all allied govt because your battle winning expedition still need soo many HA... except you want to turn Saka into the second KH
