Pahlava reformed governments

Do the relevant buildings have to be built in a specific order? What about if my settlement isn't big enough to create a large nomadic market? Do I have to wait until it is big enough to produce one or can I build the other building required for the reforms whilst I am waiting for the settlement to increase in numbers?

The answer is you can build the Elite Horse Herds, the precursor to Warlords Horse Herds and that's all. If it happens to me I hire a few mercs and disband them in the settlement to bring the population over 2000.
