While scouting with one of my spies, I found this city and when I checked the factional MIC looking thing, this strange thing popped up

Those are buildings placed by script to "keep track of things". Just do not touch them; they should be completely harmless if left to the script's devices.

The warning was a little misleading though haha

The warning just means there is no description for the building in the text files IIRC.
