I notice my enemies having silver and gold shields and weapons. But my beloved Romani seem unable to upgrade past the Blacksmith Bronze ones.
Am I missing something obvious? Rome was no less advanced in producing arms and armour than its neighbours. How then, do I go about it? A temple (I seemed not to find it in Luden's list)? I only build Jupiter, Mars (will change as I have learned they are of no use) and a few Ceres...

Some units can get these only through revolt, if I recall correctly. If that is the case, then the whole thing is hardcoded and one can not do anything about those. But it also means that it is very difficult to get them, and most of the time it will only be Apulethoroi(sp?) that get the upgrade, though certain other units are possible. Can we see a screenshot?

That's correct. From version 1.1 onward, EB does not allow armour upgrades beyond the first level. However, city revolts are different. The units spawned are those recruit able at that point (hence tearing down MICs will result in mostly eleutheroi insurgents), but experience and upgrades are unlimited.

So... no nicer weapons and armour for my Legions... I guess the AS and Charties must have bribed Eleutheroi then, or had each other's cities rebel to the other.
It puzzles me that rebel slaves and minor kingdoms represented by the Eleutheroi has the technology available to upgrade weapons though, while great empires of learned cultures (like the Hellenes, carthies and Rome) with advanced tech does not... is that an oversight or on purpose, and if on purpose; with what justification?

You have misunderstood. This is not something we have put into the game. We limited the player and the AI both to low levels of upgrades for weapons and armour as we found that this debalanced our stats (such that low level troops with complete upgrades could absolutely take on and destroy elite units with no upgrades). However, the game will automatically add chevrons and weapon and armour upgrades to any units that appear during a revolt. We cannot control this, if we could we would ensure that it did not happen.

The team wanted to get rid of the higher upgrades entirely, hence they did not give it to the advanced factions. However, the city revolt mechanism cannot be modded. I think that when a city revolts the A.I. gets a certain budget to buy units and upgrades with. It can only buy units that are recruitable in the city (unless the city is designated rebel capital, in which case it can recruit anything), but upgrades are not limited that way.
Concerning me, I never had any problem with upgrading the sweboz armies : Blacksmith upgrade plus cercle of Deiwoz (+2 exp +3moral) or is it +2exp +2moral? anyway, with all that, with couple of battle to gain some more exp, those soldiers become kinda... brutal!!! even the levies!
