What is the best way to think of FM's, that they represent the "group" that is in charge?
For example, with Rome, I'm trying to think of ways to role play them. It is hard to think of them as the "senate" because of the way the office triggers work. So they seem to be only a small part of the senate, yet, they are in complete control of the Romans.
Or should I look at a "consul" as a symbol for many consuls, so each FM is really a group?
How do you think of FM's of Rome?

I don't think this is the case or all the FM's would be consuls, censors, ex conculs, ex censors, etc.

I am conflicted as to whether to spread them across my cities, or group them all in Rome as a "Senate".

Yeah, me too, also when to send them to other cities and for how long (especially with only being able to move a small amount and only having 4 turns per year). The worst is that it is hard to role play the members that are not senators because if you stick a young member (20-30 years old) with a general, he wont get many good traits (pretty much nothing at all). Only the General will. Trait wise, it is almost more realistic to leave him in Rome till he is 40/becomes-a-praetor.

Thats my point, they can't be the "top" men of Rome because you have members that range from bad traits to good traits, with very young and very old members. They certainly are not a single "family" either.

Young men of major families were much in the public eye even before they held high public office. Livy tell us (29.14) that P. Cornelius Scipio Nasica, cousin of Africanus, was judged by the senate in 204 BC to be "the best of good men in the whole community", though he was too young to hold the quaestorship.
