Good day fellow EB-fans!
I was eager to rebuild a Persian Empire spanning from India to Greece, but I was stopped by a big problem concerning my administration. I took Persepolis and had the rest of babylonia and persis under lvl 4 gov. Then I built a lvl 3 gov in persepolis, built "The conquerer comes..." and destroyed then the lvl 4 gov in babylonia and persis (Arbela, Seleukeia, Babylon, Susa, Charax) replaced them by lvl 3. But no subjugation is available in Persepolis. I've been waiting for 6 or 7 years. I can build "The conquerer comes..." in Seleukeia aswell.
I'm in year 219 playing with ALX+minimodpack.
Am I doing it wrong?

Did you build the "Royal Administration" building? I believe that is involved as well, but I think if you were able to build "The conqueror comes..." then you probably already built this.
Also, I'm not sure about this from your post, but did you build "The conqueror comes..." in Susa as well? In the Hai reform guide (downloadable at europabarbarorum.com) it says "all provinces in the tier must have started the process of being reformed before the script will place the Expansion Precursor in any one of them." So you need to start the reform process in BOTH Susa and Persepolis before the Subjugation Marker will appear in either of them.
Another problem that is occasionally the culprit in this situation is that the city in question has too many buildings already built for you to see the Subjugation Marker. It may very well be there but you can't scroll down far enough to see it. If this is the case, destroying the type III gov't and building the gov't precursor building may very well show that are indeed able to build a type II gov't. However, I'm not sure if this is actually the case so you probably want to save before trying this.

Well I hope I didnt screw up my savagame. I didnt build any gov building and I have TCC in Babylon before I got it in Susa

I don't think you screwed anything up. Take a look when you have a chance and see if you can build the "Royal Administration" building in Susa. That may be why you haven't been able to build TCC there yet.

You can't build The Conqueror Comes part I before building Royal Admin first. Royal Admin, once finished, allows you to build TCC I...then you can build TCC II if and only if all provinces in that particular tier have been upgraded to TCC I.

Well maybe I should trying destroy TCC and wait for the royal admin to come? I am quite sure there was none

That's what I thought, but the Royal Administration building was not available to him in Susa, that was the problem.

I suspect that a building built by former owner of Susa (Arche Seleukeia) prevent you from build royal administration (Arkaiakan Ghekavarutsiun) in that city.
The Seleucid may have built Katoikiai ("homes for military settler" building), then upgraded it to Klerouchiai ("land for military settler") building.
Katoikiai ("homes for military settler" building) is the building that equal to the royal administration (Arkaiakan Ghekavarutsiun), while the upgrade for Katoikiai [Klerouchiai ("land for military settler")] is not the equivalent for the upgrade for royal administration (that is [Ashxarakalu Galise.... (the conquerer comes...)]) .
If the Seleucid have built Katoikiai ("homes for military settler" building) in the city that have been conquered by Hayasdan, you can proceed with the upgrade [Ashxarakalu Galise.... (the conquerer comes...) building] in that city.
but, if Katoikiai have been upgrade to Klerouchiai, you cannot build "the conquerer comes...", therefore you must destroy Klerouchiai, then build royal administration (Arkaiakan Ghekavarutsiun) before upgrade to [Ashxarakalu Galise.... (the conquerer comes...).
That reason maybe explained that why you cannot build TCC in Susa, but you can built TCC in Babylon.
A while ago I am playing Hayasdan campaign and I have finish Persian-reform, and now I have finish the campaign, if you upgrade several city in the east part of the reform-tier to gov2, then the homeland resource will be appear at Susa and Persepolis, and you can upgrade both cities to gov1.
