No Ships for Hay in Levante?

Good day fellow EB-fans!

Is it possible that Hayasdan can only recruit ships in the black sea? I cant't build any in syria. OR does the conquerer has to come before they are willing to build ships for his empire?

Sounds like a bug. I didn't encounter this issue.

Can I look it up in the files? I added the mini mod pack, may it has sth to do with that?
