Again, some trouble with Sauromatae. :help:

- Somehow, I am unable to build a Trade Port in Asodát, despite having an Allied government and the settlement being a city. I've seen the Sauromatae AI build such a port there, though.

- The rebels around me as well as the KH on the Crimean don't build any governments; instead they get stuck with "Military Occupation". While this happens with the Eleutheroi sometimes, it is very uncommon, to say the least, with an actual AI faction.

I've checked the EDB and other files, and they seem to be OK. Trade Ports are right there for all factions, and I've applied the fixes, too. Also, my other campaigns run perfectly normal. I am at a loss and help would be very much appreciated.

Probably because they gained their Crimean holdings by revolt, not by conquest?

They may build a government once they run out of buildings available.
My experience with provinces endowed to the Pahlava is that they will build a government finally, given enough time.

Sorry for necroing this but does anyone know why the Sauromatae AI can build ports and the player cannot?
I have the 1.2 fixes applied and have checked the EDB, to no avail. The trade port is there for all factions but it doesn't appear in the building options ingame.

The in-game building browser does not understand the EB building code, so that's no guide. Are you sure it is the same province where you saw the Sauromatae port?

Yes, it was the same province (Sápmi, which allows for Type 4 government).
One thing I noticed is that the AI - unlike the human player - can build allied governments in "mixed" regions, which is illogical from a historical point of view, and can only be understood as a means of difficulty balancing IMO. I just hope this doesn't apply to ports. If it did, I would be glad for someone to show me how to change this.
