Is it worth buying? How does the combat compare to say, RTW? Just wondering, because it is on sale on Steam.

It's a city builder, and a very good one at that. Well worth getting if you like the genre at all, or if you have a liking for Roman settings.
With regards to combat specifically, it's better than most city builders. That translates to little combat, few units, limited tactics and controls, and it's not the focus or aim of the game. It's ok.
Ah, thank you Froggy. I really am not into city builders to be honest. How is the grand strategy part of it?

Speaking of city builders, is it better than the Tropico games, Or more like CivCity or Caesar IV? I'm really looking for a good city builder at the moment.

Grand Ages: Rome and Tropico 3 are about even I feel. They, and Anno 1404, are by far the best of the genre in recent years.
I was heavily disappointed with Caesar IV. Didn't like it at all and I was stunned; I love the old Impressions city builders and I liked Children of the Nile a lot too. CivCity: Rome was a decent game.
