When I select several units, the formation button still isn't working. Meaning, I can't put them into formations. I also was unable to disband ships. I'm playing as the faction with Sparta and Rhodes (I've forgotten the name).

Any ideas? I thought this was really strange.

You should group them first.

Group them with Strg+1/2/...
Ships can only be destroyed inside harbours.
