Can't build Pontic Governmental Buildings

Hi, I'm playing as Pontic. When I've captured a city I've been destroying the Sekulid Governement building and then attempting to build my own government (after pacification). However, the government option is there but it won't build. Other times, the Pontic governement wasl already built, but it would let me repair it.

You need to destroy all previusly built goverments, even if they belong to your faction

And make sure that you restart your EB each time you want to switch between 2 different campaigns. For example: if you play, say, AS campaign, and after that you want to play some different faction (say, Pontos) you have to restart EB and not just load a savegame from a different campaign.
