Hello Forum

I'v been playing EB for 6 months now and really enjoying it. But I seem to have a problem with my current Saka Campaign. It's around 240 BC, I own all the settlements mentioned for the Saka in the Reforms question in the FAQ and even more and still no reforms. Those cities are mine for the last 10 or 15 years (far more then the 4 winter period mentioned in the FAQ). My HA are going to spill into Mesopotamia soon, the Pahlava is gone (leaving some barracks and facilities allowing me to train my units closer to the action). I haven't taken the two southmost cities of India yet though (the FAQ only mentioned Taksashila as a requirement). I also skipped the two settlements between India and my default capital in the north - again not mentioned in the requirements for the reforms).
So I'm pushing AS westward, trying to not let them build up their forces, i'm in peace with pretty much the rest of the world and i'm quite close to completing the territorial part of my VC.
Are there any other requirements for Saka Reforms?

Thanks in advance for any help.

I sure did activate it. Each and every time i load i activate it. That adviser was built to annoy until heard and sorted. I wouldn't survive through too many turns if that guy would keep on popping up every now and then.

So the cute little reform markers didn't pop up?

You need a regional MIC for those reform units btw. Perhaps a little counter-intuitive. AFAIK the lowest level of regional MIC that produces reform units is level 3 (Hoplitai Hellenikon, Hoplitai Indohellenikoi, Peltastai Indohellenikoi).
