Here is an observation on rebellions after cold steels post on rebellion and AI build numbers.
My initial testing indicates region specific units will only join rebellions in their specific regions. For example, highlanders only join rebellions in Scotland since they can only be built in Scotland.
So in the rebellion numbers, you can give region specific units high negative, rebellion numbers. You will see those units compose a significant percentage of rebellions only in their regions. For example, I am giving Highlanders a minus 25 in their rebellion numbers. They are only showing up in Scottish rebellions and in good numbers. I did the same for some other region specific units I have modded. Scottish Pikemen show up only in Scotland. Welsh Long spearmen only in Wales. Baltic Warbands only in the baltic states. Pretty nice. You can create specific troop compositions for rebellions in certain regions.
Here are the last two rebellions I had in Scotland and Wales after adjusting numbers. In Scotland: 490 ScottishPikemen, 600 HiglandClansmen, 166 Spearmen, 468 Peasants, 300 Archers, 66 Hobilers with a 5 star general-tough rebellion to put down. In Wales, 498 WelshLongSpearmen, 664 Brabancon Mercenaries, 300 Archers and 166 Peasants although with a zero star general. These rebellions are with the rebellion factor cranked up and me forcing rebellions, so they are big rebellions. But the main point is they have a high percentage of local troops which are only showing up in their specific regions.
One weird unit that keeps showing up in rebellions is the Italian Light Infantry. However this unit is an unit which can be created anywhere by the Italian faction. I just modded those troops so they can only be built in Italian states/regions only. Hopefully that will take care of the problem. We will see.
So if anyone else would like to experiment with region specific units in rebellion, adjust those rebellion numbers.
