Where is Romans Campaign Map Editor?

How can I get (possibly free) Romans Campaign Map Editor?
I think it would be great for modding my new EB custom campaign.
I have already find it online, but I cannot get it free because it demand me to become a member (payment):furious3:
Can someone tell me somthing about this?

Romans Campaign Map Editor is (maybe) a program which change automatically the parameters of the campaigns.
Like TiME (Tetrivium map Editor): but this last seems don't work so good.
You can find it easily, also in Google, but when I try to download some mirrors, it request to become a member (not free, of course).
Searching for another source.

I always thought it was the zuper zekret CA modding tool that makes maps and can change hardcoded limits :)
