I am playing Rome and am trying to get the Augustan reform
My question is about the general and his traits

At least Skilled Bureaucrat, the step before that I guess is Bureacrat, but what is/are the steps afterwards?
At least Arrogans, same question, what is/are the steps after that?
At least Expert Recruiter: what is the scale there?
Can't be Selfless. Does he have to be Selfish (as in Selfis/Optimistic/-trait thing)?

I managed to get a Augustan FM not long ago, without cheating.
To bad the campaign got a CTD like a turn after. :/

Arrogans (also suburbus and whatever the 3rd is) and selfish are something you can't really control.
Bureacrat is easy to get, just have a city on High or Very High taxes and keep population order over 105% iirc.
Expert Recruiter is fairly easy aswell, keep recruiting in cities with MICs of level 3 or higher.

At least Arrogans
Expert Recruiter
At least Skilled Bureacrat
S/C/V and Selfish
