Just edit the technology requirement for the shipyard 3 and 4 out. It's in the crusaderbuilding file. One tip: Open it with excel. There is also a building requirement for the shipyard 3: foundry, you might want to edit that one out too.

Though you will have to edit the higher tech ships in the crusaderunit file too, if you want to build them without gunpowder.
