I'm playing as romans and it's 237 BC, I already hold Segesta, Mediolanum, Patavium, Bononia, Lilibeo, Messana and Syracuse but nothing happens!

It's not a MIC problem because I can't upgrade my barracks to the new ones or build them in homeland provinces.
What is happening?

The EB Faq says:
-At least year 242
-Hold 2 of these cities (Segesta, Mediolanum, Patavium, Bononia)
-Hold 2 of these cities (Lilibeo, Messana, Syracuse)

Please, someone help me... I want some true legionaries, I already become tired of the Hastari, Principe and Triarii...

If you can't upgrade your MICs, destroy them and rebuild them.

Also, the Polybian troops are still Hastati, Principe and Triarii, they just have different stats and models.
